God, how he loathed Haven. It was seedy. It was dirty. It was disgusting. It was beneath him. He would have much rather have sent someone else, most likely Ryan, to do this, to sully their boots. But this one was... Well if the rumors were anything to go off of, this one had the potential to be as interesting as someone like Bakuhatsu.
This young man was someone he deemed worthy enough to approach him himself. He thought the young man - Brosnya, he seemed to be called - should've been honored but he knew saying that out loud wouldn't convince him to follow him and join the Cabal.
This was why he found himself striding down the streets of Haven, dressed in full costume, mask and everything. The sky was dark, street lights alight though a few flickered. He stood under one of those flickering lights, hands in his pockets.
He'd had Amrit do some research and figure out where Brosnya was likely to be. After pausing, he continued his way, his powers working, shadows trailing after him, darkness seeming to reach for him. He continued silently walking until he was right at the location Amrit had given him.
He grinned when he found that, unsurprisingly, the technopath hadn't been wrong.
"Brosnya, I presume?" he greeted, and he pulled on the shadows around them, darkening their surroundings so the two of them stood out to each other more. "You can call me Perses. I have a business offer for you - If you're interested in hearing it?"
