GENERAL SETTINGSuperpowers to some extent have always existed, but the cause of them in people differs greatly. Some get them from radioactivity, others get them from things like diseases, experiments or even genetics.In April 1970, tensions rose though as the Vietnam War was still going on. Governments all over the world were starting to use those with superpowers in their war. This was not the first time it had been done, as the same thing had happened during World War I and II as well as the Korean War. The US government determined it needed something to deal with the superpowered threat, and instituted The Aegis, an organization of heroes with superpowers just like the people they fought.
THE CITY OF ASTARIAAstaria is a modern port city set in the state of Oregon, in the United States of America.THE AEGISThe Aegis is a peacekeeping superhero organization. It was created by 5 heroes in the US during the time of the Vietnam War. Its founders decided to work together to keep the public safe more effectively. To be a shield, if you will. An Aegis.
In 1970, it became clear that the governments of the world needed to address exactly what authority these heroes did or didn't possess. After weeks of debate, the United Nations decided to allow Aegis to operate independently only in matters concerning superpowered threats, and could not intervene in other worldly matters and events without prior approval by the UN. It was then officially endorsed by a split vote, making it a legal law enforcement agency in the member countries.
When someone joins Aegis, they are required to reveal their secret identity to Aegis leadership, both in order to be able to preform an extensive background check to protect the public, as well as to be able to protect the hero's friends and family and keep a little closer eye on them. Members of Aegis aren't required to reveal their real names to the public, and should they wish they can also join Aegis' Black Ops division and even keep their codenames secret. Those who do reveal their codenames, and even moreso their real names, are viewed as at least minor celebrities.
Should members with a public identity, whether just a codename or their real name, give their consent, their codename and likenesses will be used in promotional material and merchandise, such as comic books, action figures, and licensed films. All the proceeds from these go toward helping fund Aegis to keep taxpayer costs low, and maintain the CDF, or Collateral Damage Fund, a special fund set aside to help rebuild structures damaged in combat, and help businesses who had to close temporarily make up the deficit.
All members are required to complete a rigorous aptitude test, which also serves to help determine the best position for them on the various Aegis teams. Should a member fail, but still show promise, they may be extended an offer to join the training program which will ensure that they pass the test the next time they take it.THE CABALThe Cabal is a mysterious group, seemingly working within the shadows. Information on this group is currently unknown and will be revealed through upcoming events.POWERED PEOPLETo some extent, superpowers have always existed in this world. There are many examples of figures in history with superpowers. Many things are known to cause them, and still more have yet to be figured out. There have been experiments on people that caused things like diseases to mutate, as well as the regular ol' radioactive animals. There's also people who it simply just pops up in their genetics at birth, or even shows itself at puberty.
