Superspeed:
Breakneck is able to move at inhuman speeds. The primary application of this is of course running. The fastest speed she's marked is somewhere around Mach 6, or about 4,602 MPH (7410 km/h). Breakneck can independently move other parts of her body at great speed, such as her hands, arms, legs, fingers, etc. Utilizing the momentum she generates, this allows her to run up vertical surfaces, and inflict punches and kicks that have immense power. Moving her limbs at great speed does allow her to move the air around her and has learned how to use that to her advantage. She can't create tornados or anything like that, but she can generate a decent blast of air that may knock someone down. To keep her eyes from drying out when she runs, she has a membrane that slides in front of her eyes and acts like natural goggles.
Mental Acceleration:
In order to actually be able to move at these immense speeds and not kill herself, Breakneck's mind is able to "overclock" itself. Neurons fire and make connections practically instantaneously, allowing Breakneck to react to things when she's moving at speed. In this state, she perceives things as moving slower. This mentally accelerated state speeds up as she needs it.
Amplified Metabolism:
In order to provide the energy for all the running around that she does, Breakneck has an enhanced metabolism. She can consume vast amounts of food without putting on any weight, and most poisons and toxins require a higher dose to affect her.

Riley taught herself to pick locks, and got very good at it. With her speed, she can get most locks open in the blink of an eye.

The maximum speed cited above was recorded when she pushed herself to her her limit, and she has yet to surpass it (and she does try). Supersonic speeds are difficult to maintain for more than an hour at most, becoming harder the faster she goes. Speeds below that, she can maintain for longer, often up to three or four hours, before needing to stop and rest for an extended period of time.
Overheating:
Another factor that Breakneck has to keep in mind (pun unintended) is the heat generated by her mental acceleration. The faster her mind works, the more heat is generated by it. This usually isn't a problem when she's running, as the need to stop and rest usually beats the needs to cool off her brain, but it is something she needs to bear in mind (again, pun unintended) when she uses that ability in other situations. Should she speed her mind up too fast and/or for too long a time, it will literally start to cook her brain, and it is more than possible that she could suffer brain damage.
Momentum:
In order to punch and kick with increased force, Breakneck needs some room to get some momentum going. Otherwise, her attacks land with the average amount of force for her build, weight, and technique. However, she can still make a lot of those average attacks in a short period of time.

She also has to be careful when she's running and pay attention to her surroundings, because at high speed, small items can become almost like a bullet if she runs into them without taking them into account. Breakneck cannot run at speeds where she cannot inhale air for longer than she can hold her breath without some way to feed her oxygen. These are typically supersonic speeds.

GENERAL: Riley stands about 5'4", and has a very athletic build. Most of her muscle is focused in her legs, which she attributes to her powers. She has dark brown hair that she wears in a shoulder length bob, usually down. She typically wears whatever will be most comfortable, often jeans and a long sleeve shirt, typically in bright colors, but not pastels. She prefers her clothing to not be very loose and flowy, and will never wear a skirt if she can help it.
COSTUME: Breakneck's costume primarily consists of a bodysuit made of a fabric designed to streamline airflow and bear up under incredible amounts of friction without wearing out or heating up. It has a series of dimples along it, giving it an interesting pattern and odd texture. Over this, Breakneck wears specially designed lightweight boots and gloves, both designed with airflow and support in mind, so that Breakneck can use her speed to deliver punches and kicks of immense force without shattering her bones. The gauntlets posses retractable blades that extend out just past her elbows when engaged, giving her more offensive options. The boots have a tread made to give the most traction possible, enabling Breakneck to run on almost any surface, and stop on a dime. A unique streamlined body armor protects her torso while maximizing flexibility, which would hopefully keep a bullet from being lethal. The body armor, gloves, and boots all contain several compartments for storing food, water, and Breakneck's glucometer.
Breakneck wears a helmet that covers her entire head, leaving her eyes exposed. Also streamlined for airflow, it slides backwards to a peak behind her head, similar to bicycle helmet, but more extreme and pointed. The extra space was filled with a small oxygen tank, allowing Breakneck to run for longer periods of time at speeds where she can't usually take in air, usually supersonic speeds.
The entire outfit is colored a dark purple with yellow accents, and can be darkened easily if more stealth is required.

Personality
Riley is usually very cheerful and energetic. When her blood sugar isn't low. She's very friendly, and fiercely loyal to the good friends she has, and expects them to be the same to her. Even with all this, she can be very guarded if it seems like someone is just trying to use her.
She doesn't hesitate to maim or kill if that's what she believes is necessary, believing that good people sometimes need to do bad things to make good things happen. Over time, she's grown desensitized to it all, but if you were to really dig in and ask her about it, some of the things she's done haunt her. She ignores it and chooses to think about happier things.
She has a penchant for mischief, and enjoys pulling relatively harmless pranks on her friends and colleagues that she thinks will take it well. She has an aussie accent that she's been trained to be able to hide, but it can come out when she gets excited. Which is often. (Please don't ask me to write out the accent when it happens I'll just narrate that it happens.)

As far as she knows, Riley Desiree Jackson was born sometime in the year 2000 in Sydney, Australia. She's not sure exactly when, nor is she sure who her parents are or were, because at the age of 2 she was left at the door of a foster home, with her wrist tied to the doorknob by a piece of twine. It could be that's when her powers manifested. It could be that her parents just couldn't take care of her financially. Riley's been convinced that they just didn't want her.
Whatever the reason, Riley had her powers for as long as she could remember, and never knew her parents. She bounced from foster home to foster home, never lasting too long in each of them, the prospect of having to take care of a child who can run at hundreds of miles per hour being a difficult one to swallow for most.
Riley ran all over the continent from time to time, visiting every beach, seeing every sight, and always making it back in time for supper. She went through a lot of shoes. Eventually, as she got older, she realized that the foster system was having more and more trouble finding new homes for her to stay in. Nobody wanted her. So, after ten years of being in the foster system and bouncing from home to home, she ran away, and this time her supper got cold.
She lived on her own for about a year before she met a pair of twins, a boy and a girl. She soon became fast friends with Xander and Sara Amador, and over time got to know the rest of their siblings. She hid the fact that she was a homeless vagabond who stole to get by, but she had a feeling one of them, Ariel, knew more than he was letting on. One time when she visited them, their father had come to visit. He was everything that Riley thought that a father was supposed to be. Kind, supportive, he even taught her some new ways to defend herself and use her powers. Everything a father was supposed to be, but everything her father was not. Her father had never been there. While Perses, as he insisted he be called, wasn't always around, he still showed up. He still taught her things, and from time to time had her over for dinner with his family.
So of course, when she turned 18 and he offered her a job with a top-secret organization known as the Cabal, she accepted right away.
The training was intense, but she held up under it. She knew, she knew that Perses was doing good. Doing the right thing. Making the world a better place.
At one point during her training he had her kill someone. She'd killed before. A man had tried to rape her when she was sixteen, and she almost broke a bone in her hand when she punched him and then choked the life out of him. She trusted Perses though, so she didn't hesitate when he told her that her target needed to die.
They found his head nearly twenty feet away from his body. That was how hard she'd punched him.
Recently, Perses had his children come with him to the United States, to work on a project, something, going on in Astaria, Oregon. Riley begged to be allowed to come along, so she could stay with her friends and the people she'd met in the Cabal, the closest thing she'd ever had to a family.
